Theme 2:

Science:

Healthy People 2020 covers considerable public health topics
of concern to health and healthcare policy matters. For this weeks’ discussion,
students should utilize one of UMUC’s library of scholarly sources (i.e.
journals) or locate a recent health-related newspaper article and select a
public health or health care concern addressed in HP 2020’s list of topics and
write two paragraphs on the following:

1) Identify and describe the HP2020 objective.

2) Provide background information about the extent of the
problem (summary of the health issue), including relevant statistics.

3) Cite the journal article you used in APA format.

Application:

Using the problem you selected above, determine if the topic
has been addressed through public policy efforts. In one paragraph, describe
the following:

1) Identify where the issue falls in the policymaking cycle.
Identify what stage of the public policy process the health topic is, and why
you believe it fits into that stage.
Reference a stage(s) of Figure 1, the US Policymaking Cycle, found in
the Week 1 Course Introduction document.

2) Conduct policy research on your selected issue using
UMUC’s library or online resources. Briefly discuss in what ways public policy
addressed this issue (i.e. policy proposed, a policy implemented, etc.). Be sure to cite sources in APA format.

Consider your readings on the challenges, debates and
successes of the Patient Protection and Affordable Care Act (ACA) of 2010.
Using Figure 3, “How a bill becomes a law,” located in the Week 1 resources,
and this weeks’ scholarly readings, select any area within the diagram to
describe any issue(s) that may have occurred during or after the process of the
ACA transforming from a bill to an actual law. For example, you can describe:

Tobacco dependency threatens the health of many Americans
and it poses a preventable burden to the health care system.

It is not unusual for patients in US hospitals to acquire
preventable diseases, infections and conditions during their stay in the
hospital.

A growing pool of patients is unable to read and write in
the English language. Language is a barrier to effective care delivery as well
as patient compliance.

Elderly and disabled patients with multiple medications are
at risk of medication interactions and potential drug safety concerns.

Veterans may suffer from service-related injuries. Both
physical and mental health are concerns for the Veteran’s Administration (VA).

Not all medical devices are constructed safely. Patients and
providers must rely on their safety.

Health care providers are scarce in certain low-income and
rural under-served areas in the US, including Native American territories.

Disadvantaged patients may seek care in emergency rooms
because they have nowhere else to receive services.

Disadvantaged children often do not have health insurance
and do not receive the preventive care (such as vaccines and well-baby
check-ups) that can help avoid long-term health problems.

be single spaced and a maximum of two and a half (2.5) pages. Also include a

3 Healthcare Regulation Impact

Select a state regulation from a state of your choice on one
of the below topics. Prepare an annotated copy of the regulation, including the
sections you reviewed to answer the questions in the following format:

Prepare a three (3) to four (4) page written response
addressing all information in the following table. Text must be double spaced.
Also include a cover page and a reference page in APA Format (these do not
count toward the page limit). Review the bolded text in the Class Guidelines
section of the syllabus above for formatting requirements.

Highlight five (5) notable parts of the regulation. For each
of the parts, describe how the patient, provider, product developer, health
care organization and/or payer may be impacted. Remember to write in narrative

Parental notification is required for the treatment of
minors. Select a state and indicate how
parental notification related to teen pregnancy in that state.

Patients must consent to participate in research studies,
including granting permission to use their biological tissues for tissue banks
or organ banks. Does this involve state
regulations if not what laws govern this?

Health insurance is administered on a state level. What state regulations govern Health
Information Exchange? (Note you must select a state with a Health Information

Alcohol and drug treatment varies widely across states. Select a state and note the specific

4 Final Project – Roots of Organizational Policy

The Comprehensive Final Project (Assignment #4) has been
designed for the student to identify federal and state policy roots in a
specific health services organization. Each student will select a specific
management area for a specific organization. The student will identify a health
services setting where they have access to the policy manual (or a sample policy
manual). The setting may include a single location or an organization with many
types of services and many service delivery settings. Select one of the
following health management areas where you will map out and describe four (4)
organizational policies (four separate policies, or MAJOR parts of a
comprehensive policy – for example, HR Policy covering all aspects of HR in the
organization) linked to federal or state legislative mandates:

Prepare a PowerPoint presentation with no more than 18
content slides (students may utilize the Notes feature to provide additional
context, if needed). A cover and reference slide must be provided (these do not
count towards the maximum slides). Draw on what you have learned throughout the
class to provide: a summary of each organizational policy, the federal/state
legislative roots for each policy (by name and statute), any pending changes to
the federal/state legislation, and your suggested performance metrics – how
should the organizational monitor or gauge success of the policy.

Note: the four
policies you choose should address, either directly or indirectly, four federal
or state legislations, or four aspects/provisions of one overall federal or
state legislation

A good approach to the final project would be to allocate
four slides to each of the four policies, each slide addressing one of the four
bolded topics above for each policy. For example, title slide, introduction
slide, then four slides on policy one (one slide for each of the bolded topics
above), four slides on policy two…… etc.…. conclusion slide and then a
resources slide.

A preliminary outline using word processing software (e.g.,
Microsoft Word) must be uploaded/posted by Sunday of Week Seven in the
dedicated discussion for both instructor and peer review.
