DQ1 CONTAINMENT

Any attempt to understand the underlying problems associated with the government-initiated containment efforts of an encompassing, violent, physical threat requires, first, that information on the history of efforts to provide a secure homeland environment be discussed. The argument that the need for a strong central government existing to better control potential threats to public safety and national security has long been discussed. Begin the discussion by evaluating early efforts to secure borders, and travel across time with your responses to address the relationship between politics, national security, and security during the Cold War era.

DQ2 POST 9/11 POLICIES

Begin this discussion by addressing the question, what national security policies and practices have changed since 9/11 to better protect the American public? You might also briefly address the local security protocols, if such protocols exist, that you are familiar with from your jurisdiction. In one of your follow-up posts, address the effectiveness of the new policies, and then propose additional steps needed to secure the country from future terrorist attacks.

Week 2 Discussion

DQ1 PICK A TARGET

Decide just how easy is it to select a target that would accomplish the goals of an organized terrorist group. Consider this your chance to identify the likely characteristics of an appropriate target. This exercise will sharpen your skills at selecting likely targets and, better yet, your abilities to prepare for such an event. Using your critical thinking skills, explain why this target is not only vulnerable, but why it is also relatively accessible and why it carries with it not just the potential for mass casualties and psychological trauma, but also symbolic importance.

DQ2 PROTECT A TARGET

In the previous discussion, you selected a target vulnerable to a terrorist attack; now devise a plan and protocol to protect it, given the resources at your disposal. Limit your approach to this problem to that from a local constituency. Identify the resources available to your community, or a community of your choice, that can be used to increase the needed security for this likely terrorist target. Also, address the problems you will face convincing others of the potential for a terrorist attack and the reasons why funding should be made available for a threat that may never materialize.

Week 3 Discussion

DQ1 THE DIFFERENCES

What are the differences among natural, accidental, and human-made disasters? Address this question from both a physical impact assessment perspective as well as using an assessment based on the psychological impact of the event on the surviving population. Published evaluation reports on the response to Hurricane Katrina, the 9/11 attacks, and other disasters should be considered, as should research on disaster victims and PTSD.

Then discuss the Appendix B: “What Went Right” (pp. 125-143) section of Federal Response to Hurricane Katrina – Lessons Learned. For your discussion, prepare notes about lessons learned and identify the actions that should remain the same and those that should be done differently, if a similar event were to occur again.

DQ2 ELEMENTS OF A RESPONSE

The success of a disaster response depends on the well orchestrated and thoroughly competent response of those involved in the response protocol. What elements does an emergency management plan need in order to respond to the various types of disasters? What actions represent an overlap in response protocol to these different types of disasters?

Week 4 Discussion

DQ1 UNITED NATIONS

Considering the complexity of a global response to the war on terrorism, address each of the following questions. What role does the United Nations play within collective security? What actions has the United Nations taken to prevent state-sponsored terrorism? What additional actions could the United Nations take to make a stronger stand against exported terror?

DQ2 UNITED STATES POLICY

How does the United States policy on state-sponsored terror differ from that of the United Nations? Why does it differ? To address this question completely, begin by reviewing the definitions for terrorism used by both the United Nations and the United States. As a sidebar, you might investigate how policies and practices aimed at limiting terrorism have changed over time. Also consider whether there is support for the claim that definitions of what constitutes an act of terrorism also vary by the political group responsible for the event.

Week 5 Discussion

DQ1 TERRORISM AS AN INSTITUTION

How and why has terrorism become internationalized? Considering the origins that have served as the impetus for the development of today’s terrorist groups, should terrorism be thought of as a social institution? What are the four different types of terrorist organizations?

DQ2 THREAT ASSESSMENT

How effective is each type of terrorist organization and what methods are considered their signature attack? What factors should be considered when creating a threat assessment for each of the various terrorist organizations?

JADM470 Terrorism for Emergency Management

Week 6 Discussion

DQ1 WMDS

Although it would likely cause the greatest catastrophic danger to the United States, is a nuclear attack the greatest threat to homeland security in the United States? What other types of WMDs pose the greatest threat (and perhaps a threat even greater than that of nuclear weapons) and why?

DQ2 CYBER TERRORISM

Many believe that cyber terrorism is a major threat to the United States. There are others who believe that the threat of cyber terrorism is exaggerated and that the United States should focus solely on protecting people from physical injury stemming from terrorist attacks. What does the evidence suggest?

JADM470 Terrorism for Emergency Management

Week 7 Discussion

DQ1 TERRORISM AND THE MEDIA

How do terrorist organizations use media, both old and new, to further their aims and goals? What gains do terrorists achieve through the Internet? And do these efforts differ from those used by the targets of terrorist activities in ways other than the content of the broadcast?

DQ2 EDUCATION AND TERRORISM

How do traditional institutions of education play a dual role of not only thwarting the expansion of terrorists groups, but also contributing to their growth? Does education both promote and refute ideologies that can be linked to terrorist activities? What other social factors need to be addressed if efforts to slow or prevent the spread of terrorist ideologies are to be successful?

JADM470 Terrorism for Emergency Management

Week 3 Assignment

You Decide

Scenario Summary

The director of the emergency response team’s job is to decide how to respond to each scenario. In this exercise, you will play the role of the director of the emergency response team for a major metropolitan area. You will need to make a detailed outline of steps needed to address three situations. Then, after doing so, decide what action you would take if Scenarios 2 and 3 were to unfold simultaneously. When addressing Scenarios 2 and 3, and because resources are limited, make sure to explain which of the two scenarios takes priority. Make sure to support your reasoning with information from two or more sources. These sources can range from department policy manuals to information from actual events to information from personal work experience.

Your Role/Assignment

You are the director of the disaster response agency for a major metropolitan area. In this capacity, you are responsible for determining response protocols specific to an event whenever a natural disaster or man-made threat to the safety and security of the community presents itself. You are in control of the available resources needed to initiate and sustain the needed response. And you are entrusted with the authority to proceed without the consent of other community officials when intelligence information warrants immediate action.

Review the scenarios below and write a report that contains your detailed outline of steps needed to address each of these three situations.

Scenario

Situation 1: Natural disaster involving a Category 5 hurricane

The scenario is as follows:

The initial storm warning predicting the potential strength of the hurricane was issued 48 hours prior to the time it was estimated the storm would reach the city.

Twelve hours after the initial storm warning, the weather service announced that the hurricane had shifted course and would likely miss the city.

Eighteen hours after the initial storm warning, the National Weather Service upgrades the threat indicating the storm was expected to reach Category 5 status and that the hurricane is back on its original course and is likely to strike the city as was originally predicted.

The mayor calls a press conference and orders an immediate evacuation without first consulting you, your office, or other public safety officials.

The National Weather Service verifies the Category 5 status of the hurricane and indicates the storm will reach the city one hour earlier than initially predicted.

Situation 2: A verified report of a pending radiological dispersal device (RDDs) attack

The scenario is as follows:

You begin your day with a notification from the Office of Homeland Security that a terrorist threat involving a radiological dispersal device is likely.

According to intelligence reports, three potentially high casualty areas are considered suitable targets.

The mega mall

The largest hospital in the city

The international airport

In checking with security officers in the target areas you learn that video surveillance is available in two of the target zones, the hospital and the international airport, but video surveillance in the mall is limited to the outer perimeter of the building due to problems with the recently installed software updates that have made all interior cameras useless.

Two hours into the response, a second call from homeland security suggests a fourth target, but a target on a much smaller scale – a faith-based grade school with a student enrollment of just over 200 children.

Situation 3: Suspicious passenger on an airplane and the assigned U.S Federal Air Marshals are missing

The scenario is as follows:

Your city is home to an international airport, and the captain of a flight originating from Athens, Greece, reports a suspicious passenger. A few minutes later, the captain reports flight attendants are unable to locate either of the U.S. Federal Air Marshals assigned the flight.

Shortly after the last radio transmission, the tower lost all radio communication with the passenger jet.

The jet is 2 hours outside of the city and the last radio contact was 30 minutes ago.

Another federal law enforcement agency notifies you that their agency has two agents onboard the flight accompanying a high-profile terrorist who has defected to the U.S. and asked for asylum.

There are 300 passengers on board this flight.

Checking the duty roster, you learn that two of your key supervisors have called in sick.
