Decide just how easy is it to select a target that would accomplish the goals of an organized terrorist group. Consider this your chance to identify the likely characteristics of an appropriate target. This exercise will sharpen your skills at selecting likely targets and, better yet, your abilities to prepare for such an event. Using your critical thinking skills, explain why this target is not only vulnerable, but why it is also relatively accessible and why it carries with it not just the potential for mass casualties and psychological trauma, but also symbolic importance.

DQ2 PROTECT A TARGET

In the previous discussion, you selected a target vulnerable to a terrorist attack; now devise a plan and protocol to protect it, given the resources at your disposal. Limit your approach to this problem to that from a local constituency. Identify the resources available to your community, or a community of your choice, that can be used to increase the needed security for this likely terrorist target. Also, address the problems you will face convincing others of the potential for a terrorist attack and the reasons why funding should be made available for a threat that may never materialize.

DQ1 THE DIFFERENCES

What are the differences among natural, accidental, and human-made disasters? Address this question from both a physical impact assessment perspective as well as using an assessment based on the psychological impact of the event on the surviving population. Published evaluation reports on the response to Hurricane Katrina, the 9/11 attacks, and other disasters should be considered, as should research on disaster victims and PTSD.

Then discuss the Appendix B: “What Went Right” (pp. 125-143) section of Federal Response to Hurricane Katrina – Lessons Learned. For your discussion, prepare notes about lessons learned and identify the actions that should remain the same and those that should be done differently, if a similar event were to occur again.

Scenario Summary

The director of the emergency response team’s job is to decide how to respond to each scenario. In this exercise, you will play the role of the director of the emergency response team for a major metropolitan area. You will need to make a detailed outline of steps needed to address three situations. Then, after doing so, decide what action you would take if Scenarios 2 and 3 were to unfold simultaneously. When addressing Scenarios 2 and 3, and because resources are limited, make sure to explain which of the two scenarios takes priority. Make sure to support your reasoning with information from two or more sources. These sources can range from department policy manuals to information from actual events to information from personal work experience.

Your Role/Assignment

You are the director of the disaster response agency for a major metropolitan area. In this capacity, you are responsible for determining response protocols specific to an event whenever a natural disaster or man-made threat to the safety and security of the community presents itself. Situation 1: Natural disaster involving a Category 5 hurricane

The scenario is as follows:

The initial storm warning predicting the potential strength of the hurricane was issued 48 hours prior to the time it was estimated the storm would reach the city.
